Kevin Hootman
Kevin Hootman is a dedicated housing professional with extensive
experience in field operations, inspections, and regulatory
enforcement. He began his career as a Building Inspector for the
greater Orange County area before transitioning to HCD’s
Occupational Licensing Unit as a Criminal Investigator. In 2019,
Kevin was promoted to Senior Administrator of the Southern Area
Office for Codes and Standards, where he oversees critical
regulatory and compliance operations.
Outside of work, Kevin enjoys spending time with family, riding
his Harley-Davidson, playing golf, and off-roading in his
Jeep.
Michael Barberi
Michael Barberi is the Field Operations Manager for the
Division of Codes and Standards at the California Department of
Housing and Community Development (HCD). Since joining the
department in 2020 as a field inspector for the Northern Area
Office, Michael has brought over two decades of hands-on
experience in the construction industry to the role.
Prior to his work with HCD, he served as General Manager for a
general contracting firm, successfully overseeing a wide range of
projects from residential builds to large-scale commercial
developments. His extensive field expertise, combined with
leadership in operations, ensures the consistent application and
enforcement of building codes and standards across the state.
In addition to his construction background, Michael holds three
degrees in agriculture, reflecting a diverse and grounded
approach to both his professional and personal life. Outside of
work, he enjoys spending quality time with his wife, children,
and grandson.
