Executive Director and General Counsel
Sheila Dey has been the Executive Director of WMA since 1997, and prior to that served as General Counsel for WMA beginning in 1993. Sheila is an attorney, having graduated from McGeorge School of Law in 1979 and a member of the State Bar in the same year.
Sheila’s career has focused on advocacy. Prior to joining WMA, Sheila served as Senior Vice President and Legislative Counsel for the California Bankers Association from 1980 to 1985, General Counsel for the California Savings and Loan League from 1985 to 1991 and Legislative Counsel for the California Land Title Association from 1991 to 1993. Sheila works with WMA’s Utility Task Force to preserve the differential for the industry’s master metered parks. She is an advisor to the Committee to Save Property Rights, the WMA Political Action Committee and the Legislative Committee and as Executive Director works with the WMA Board of Directors to develop policy for the organization. She also serves as WMA’s General Counsel. Sheila is the Corporate Secretary of the WMA Foundation, which contributed over $100,000 to residents of mobilehome parks that burned in the 2008 wild fires. Sheila received the WMA Wally Carr Award, now known as the Bush Carr McAdoo Award, in 2004. She served as the Chairman of the Manufactured Housing Executives Council in 2006 and received the Manufactured Housing Executive Council’s Jim Moore Excellence in Communications Award in 2008. In 2012, Sheila received the State Association of the Year Award from The Manufactured Housing Institute in recognition for outstanding accomplishments in association management. Sheila is married to Tom Dey and has two children.
