April 9, 2026 Coffee Talk – Manufactured Housing Education Trust (MHET)

WMA hosts a Zoom chat on the second Thursday of each month. These informal discussions focus on trending, pertinent topics. Registration is not required for this free event. During our video chats, special guests will share information and answer questions.

Join us for the next Coffee Talk, held on Thursday, April 9, 2026, from 10:00 to 11:00 a.m. 

Guest speakers will include Vickie Talley, Executive Director of the Manufactured Housing Education Trust (MHET); Rob Evans, MHET Senior Associate and Account Manager; and Troy Shadian, Principal with Core Capital Investments. They will provide an overview of MHET, with a special focus on its Rental Assistance Program.

Vickie Talley, MHET Executive Director

Vickie Talley has been the Executive Director of the Manufactured Housing Educational Trust (MHET) of Orange, Riverside and San Bernardino Counties since 1982.  Vickie’s experience as a former Planning Commissioner, City Council Member and Mayor has served her well in her role as an advocate for community owners in their fight against the regulation of their industry through overreaching legislation such as rent control. 

During her tenure with MHET, Vickie has worked with manufactured housing community owners to implement effective and innovative programs, including monthly park resident newsletters, a mobile home blog, a dispute and issues resolution program, a 24-hour hotline for park residents, and a rental assistance program for low-income park residents. 

Robert Evans, Sr. Associate and Account Manager

Robert Evans began working with Talley and Associates, Inc. in 1993.  He is a Senior Associate and Account Manager and is currently the Inland Empire Representative for the Manufactured Housing Educational Trust (MHET).

He served as the Executive Director of the National Association of Industrial and Office Properties (NAIOP), Inland Empire Chapter and the SIOR (Society of Industrial and Office Realtors) Inland Empire and Orange County Chapter, Assistant Director of Legislative Affairs for the NAIOP SoCal Chapter, District Coordinator for the Urban Land Institute (ULI) of Orange County and the Inland Empire as well as the Executive Director for the Building Owners and Managers Association (BOMA) of Orange County.

Troy Shadian, Principal, Core Capital Investments

Troy Shadian has commercial real estate investment experience since 1993 and is a principal of Core Capital Investments, a real estate investment company that focuses on manufactured housing and hospitality assets.  Previously, he worked in the fixed income department at Morgan Stanley.  Shadian has an MBA from the Anderson School at UCLA and a BA from the University of California, Berkeley.
