‘Split-roll’ backers will refile tax initiative in expensive rewrite

Organizers of a 2020 “split-roll” initiative that would generate billions of dollars through higher commercial property taxes intend to scrap a ballot proposal they’ve already qualified and file a new version Tuesday that provides additional protections for small businesses and other changes aimed at boosting voter support.
