Brad Harward is the Manufactured Housing Programs Manager and among other programs oversees the Mobilehome Parks Program for the Department of Housing and Community Development in Sacramento. He has years of experience as a field inspector and has been the program manager since 2001.

Since entering the manufactured housing industry in 1975, Brad has installed thousands of manufactured homes and has been involved in the construction of communities and RV parks. Brad reorganized and rewrote the mobilehome parks and installation regulations contained in Title 25 in 2004, and created the Special Occupancy Park regulations in Title 25, Chapter 2.2. He has also produced the near-annual amendments to these regulations since the 2004 rewrite.
