WATER SUBMETER BILL CONCURRED IN ASSEMBLY, ENROLLED TO GOVERNOR  

On Monday, Assemblymember Alex Lee (Democrat, San Jose) presented his water submetering bill, AB 1061, before colleagues on the Assembly Floor.  Prior to the floor session, we distributed an alert to members outlining our concerns which remain unresolved.  AB 1061 should have been referred to the Water, Parks, and Wildlife Committee since the bill deals with water conveyance as a matter of policy.        

The Assembly concurred in the Senate amendments by a vote of 47-3.  Those voting “NO” on this bill included Assemblymembers Megan Dahle, Jim Patterson, and Kelly Seyarto.     

WMA is engaged in discussions with the Governor’s office to request a VETO of the measure.

SUBLEASING BILL CONTINUES TO AWAIT ACTION ON SENATE FLOOR

WMA continues to urge legislators to vote NO on AB 861 (Bennett), which allows residents to sublease their units. AB 861 is currently awaiting action on the Senate floor.  This legislation was not taken up on Monday, and WMA continues to work with legislators to educate them about the harmful impacts of this bill.

EMOTIONAL SUPPORT ANIMAL BILL CONTINUES TO AWAIT ACTION ON SENATE FLOOR

WMA continues to urge legislators to support AB 468 (Friedman), which would create a misdemeanor for people who fraudulently sell emotional support animals (including identifying equipment, including vests, ID cards, etc.).  AB 468 requires those who sell emotional support animals to include a disclosure form and establishes additional criteria for healthcare practitioners who document an individual’s need for an emotional support animal.

CALENDAR UPDATE

There are 16 calendar days left in the 2021 Legislative Session.  The last day of the session is September 10, and the Legislature is scheduled to meet for another 11 days.  The Governor will have until October 10 to sign or veto bills passed by the Legislature.  WMA continues to monitor last-minute amendments to legislation that may affect manufactured housing communities.
