Medical Baseline customers (From E-1 tariff):  Customers receiving a medical baseline allowance shall pay for all usage in excess of 130 percent baseline at rates applicable to usage from 131 percent through 200 percent of baseline. No portion of the rates paid by customers that receive a Medical Baseline allowance shall be used to pay the DWR Bond charge. For these customers, generation is calculated residually based on the total rate less the sum of: Transmission, Transmission Rate Adjustments, Reliability Services, Distribution, Public Purpose Programs, Nuclear Decommissioning, Competition Transition Charges (CTC), Energy Cost Recovery Amount, the Fixed Transition Amount (FTA) and the Rate Reduction Bond Memorandum Account (RRBMA).
Minimum rate:  Total bundled service charges shown on customers' bills are unbundled according to the component rates. Where the minimum charge applies with no usage, generation is calculated residually based on the total minimum charge less the sum of: Distribution, Transmission, Reliability Services, Public Purpose Programs, and Nuclear Decommissioning. Where the minimum charge applies with usage, the generation charge is calculated residually based on the total charge less the sum of: Transmission, Transmission Rate Adjustments, Reliability Services, Distribution, Public Purpose Programs, Nuclear Decommissioning, CTC, Energy Cost Recovery Amount, FTA, RRBMA and DWR Bond.

Significant changes & notes:   For each billing period, SCE determines the portion of total kWhs supplied by SCE's Utility Retained Generation (URG) and by the Department of Water Resources (DWR). The Generation (supply) portion of the Energy Charge is calculated by multiplying the kWhs supplied by the URG by the URG rate and multiplying the kWhs supplied by the DWR by the DWR rate. These two amounts are added to arrive at the Generation amount. Because DWR can supply a different amount of energy daily, SCE has developed the Average Daily DWR Percentage Table (see link above). Use this website to download the referenced spreadsheet in order to calculate the portion of the generation charge applicable to the DWR rate & the portion applicable to the URG rate. 
 For example, per this spreadsheet, on 3/26/04, the % supplied by DWR in the last 31 days was 32.647%. Multiply 32.647% of the total kWhs utilized by the current DWR Generation rate of $.08918 (this rate is for all levels of consumption). Multiply the remaing 67.353% (100% minus 32.647%) by the URG rate(s). Keep in mind that the URG rate varies with the level of consumption.  Add the products of the DWR rate and the URG rate(s) to get the Generation portion of the Energy Charge.  This is added to the Delivery component to arrive at the total rate.
Medical Baseline customers: customers receiving medical baseline allocation are billed the same as their usual tariff with the exception of the above-listed URG rates.
D, D-CARE and medical baseline URG generation rate changes filed 5/8/08 became effective 6/1/08.
SCE informed WMA in November 2006 that it has been misbilling its MHP direct-service customers at the single-family rate, and should be using the multi-family rate instead.
The minimum charge is applicable when the Delivery Service Energy Charge plus the applicable Basic Charge is less than the Minimum Charge.
Tariffs without effective dates are considered effective pending final review by the California Public Utilities Commission. Slight modifications may occur upon completion of this final review.
  The winter season is from October 1 through May 30; the summer season is from June 1 through September 30.
